Only the most vulnerable people require supervision 24 hours a day. Most vulnerable people are given a certain level of freedom to interact with their environment. Obviously, the more vulnerable the person is, the more supervision they require and the less freedom they are given. However, carers need to give people in their care a certain level of independence if they are to develop and have an enjoyable, meaningful life. There will be times when they are unsupervised, times when their whereabouts is unknown, times when they go absent without permission and times when they fail to return home on time.
